PARTNERSHIPS One of the beliefs that led to establishing the BOCES is that powerful teaching and leadership require that educators have strong content knowledge and a commitment to continued learning. In addition, teachers need professional knowledge that supports content teaching, a deep repertoire of skills in instruction and assessment, including technological skills, and the knowledge and dispositions to lead change in education. Therefore, the structure established in the BOCES to plan and implement professional learning for teachers has been conceptualized as a "network of teachers involved in professional learning under the leadership of a joint faculty."
